CS Andrew Okach
CS Andrew Okach is a career civil servant with over 15 years of progressive experience in financial management, strategic leadership, institutional governance, team leadership, policy development and implementation, and public-sector administration. He currently serves as the Accounting Officer and Secretary/Chief Executive Officer of the Migori County Public Service Board, where he provides strategic and administrative leadership in the execution of the Board’s statutory mandate. He oversees the implementation of organizational policies, procedures and statutory requirements, while providing leadership in institutional governance, human resource management, performance management and stakeholder coordination. Prior to his current role, Andrew served as Chief Accountant with the County Government of Migori, where he gained extensive experience in financial management, accounting operations, budgeting, financial reporting, internal controls and regulatory compliance. He holds a Bachelor of Science degree from Egerton University, a Postgraduate Diploma in Educational Leadership and Management and a Master of Business Administration (MBA), specialising in Finance, both from Maseno University. He is also a Certified Public Accountant of Kenya (CPA-K) and a Certified Secretary of Kenya (CS-K). In addition, he has undertaken the Strategic Leadership Development Programme (SLDP) at the Kenya School of Government, enhancing his competencies in strategic leadership, organizational governance, institutional transformation and public-sector management. Andrew brings to his role a strong blend of financial expertise, strategic leadership, governance and institutional management experience, supporting effective delivery of the Board’s mandate and public service excellence.
